Was there at the end of May and water levels were sufficiently high at that time. Obviously conditions have changed.
Still, I would say your primary concern should/would be getting from Vern to East Pipe. I think you will still be able to make it but, you may have to walk your canoe through some shallow sections. Ultimately, how well do you tolerate mud & muck???
As far as getting to Juno...Regardless of water levels, I would skip the very short paddle between the 2 portages and do it as one long portage as there is a well established trail doing so. Much less labor in my opinion.
FYI: The short (3 rod) portage into Pipe was quite overgrown. It might make more sense to pull up a little short and just 'bushwhack' up the beaver dam ridge as it is actually more open. Photo is of approach from East Pipe, and shows 90% of the portage length.
